Hotel self check in and guest ID rules: what is allowed and how to do it

Can guests check themselves in? What ID a hotel must see, how to handle Aadhaar safely, when Form III (once Form C) is due for foreign guests, and the local police rules to confirm first.

Short answer: Yes, guests can fill in their own details and add photos of their ID on their phone before they arrive. The hotel's duties do not change: you must still keep a record of every guest, check the original ID at the desk, report each foreign guest online within 24 hours, and follow any order from your local police or district magistrate.

This guide is general information, not legal advice. Rules differ from city to city, so confirm the current rules with your local police station before you change how you check guests in.

What self check in means here

Self check in, or check in before arrival, means the guest does the paperwork on their own phone: name, address, phone number, the purpose of the visit, photos of an ID for every adult in the room, and a signature. When they reach the hotel, the desk compares each original ID with the photo, hands over the key and the stay begins. It does not mean an empty lobby; someone still checks the IDs.

What ID the hotel must see

There is no single national list that every hotel follows. In practice, police and district orders ask hotels to verify the identity of each guest and keep a register with the guest's name, address, phone number, ID proof and signature. Accepted IDs usually include a passport, driving licence, voter ID card and Aadhaar. For foreign guests, the passport and visa are needed.

Local orders can add more. For example, an order in South Goa asked hotels and guest houses to verify guests and enter their details in the police PATHIK software, and an order in Chandigarh asked hotels and guest houses to verify identity and keep a register of visitors.

Aadhaar: take less, keep less

Aadhaar is voluntary as an ID for a hotel stay, and guests should be offered other IDs. UIDAI asks organisations not to keep the full Aadhaar number unless the law allows it, and to mask it when they do keep a copy. If a guest chooses Aadhaar, ask for a masked Aadhaar, which shows only the last 4 digits; guests can download it from UIDAI. Whatever ID you take, keep it only as long as your rules require and limit which staff can see it.

Foreign guests: Form III within 24 hours

Under the Immigration and Foreigners Act 2025 and its Rules, the report a hotel makes when a foreign guest stays, once called Form C and now Form III, is filed online on the Bureau of Immigration portal at indianfrro.gov.in within 24 hours of the guest's arrival. Our Form C guide explains the steps in detail. Self check in helps here, because the passport and visa details are already typed in before the guest arrives.

How to set up self check in the safe way

  1. Ask your local police station what they need in your register, and whether a digital register is accepted.
  2. Send each guest a check in link with the booking confirmation, so they can fill in their details before arrival.
  3. Ask for an ID photo for every adult in the room, and a signature from the main guest.
  4. Check every original ID at the desk against the photo before you hand over the key.
  5. Report foreign guests on Form III at indianfrro.gov.in within 24 hours of arrival.
  6. Limit who sees ID photos, show staff only the last 4 characters of an ID number, and keep records only as long as your rules require.

How Keyvasa does it

With Keyvasa Concierge, each guest gets a link to check in before arrival: details, ID photos for every guest, and a signature. The desk sees who is ready, checks the originals and gives the key. Foreign guests are tagged on the front desk, with a list of the forms still to file, and staff see only the last 4 characters of an ID number. The legal duty stays with the hotel.
